# 2026-07-21 protocol policy release

This release changes protocol policy without migrating existing player or license accounts.

## Mainnet

* Dealer License issuance is permanently closed at **585** licenses. Existing active licenses remain valid.
* Existing licenses can wrap one-for-one into MPL Core NFTs and unwrap back into active `DealerLicense` PDAs.
* Wrapped assets belong to collection `FPNFTgwX7cZUWaQHfCzPrrSRAbtHK8jRbfoWNsfh1PC8`.
* The collection metadata identifies all **585 permanently issued licenses** and uses non-numbered collection artwork. Individual assets retain their actual license number (`#0` through `#584`).
* Wrapped assets carry a **5%** secondary-sale royalty paid **100% to the Fast Poker platform treasury**.
* A wrapped license is transferable but inactive for dealer earnings. Its owner must unwrap it before earning.
* SNG service fees split exactly into thirds: **33.33% dealer, 33.33% Burned $FP stakers, and 33.34% treasury**, with integer rounding dust assigned to treasury so every lamport is conserved.
* New cash tables, deposits, seats, top-ups, tips, and cash hands are retired. Existing cashout, refund, recovery, reward-settlement, and close paths remain available.
* Token-listing bids and direct listings are retired. Historical settlement and cleanup state remains available.

## Devnet-only MTT work

The configurable MTT program remains a devnet feature and is **not deployed to mainnet by this release**. Its devnet fee policy mirrors the thirds split. On community-created MTTs, the configured creator share is deducted from the treasury third rather than added on top.

## Integration action

Frontends should remove license purchase, cash creation/join, and listing-bid entry points. Dealer and read-side integrations may continue processing legacy cash recovery and historical auction cleanup. Use the NFT wrapper program `WRAPYBFx2VZoMz9wwZbBoYA7PHDu6MR4ygNVgHLYcUW` for license conversion.
